Connie Mack General Rules
The following information will be
useful to you and your team during the course of the Connie Mack season.
Please be sure you share this information with coaches and players. Our
umpires also receive this information.
- Professional Attitude
- Historically our umpires have been quick to eject unruly or abusive
managers, coaches and players. Maintain a professional attitude at all
times and be sure to keep your team under control. The League will
monitor instances where team personnel have been ejected from games.
Repeated instances may warrant disciplinary action.
- General Equipment/Safety Rules
- Metal spikes and head-first slides are permitted. However, bat
donut rings and "soft tosses" are not permitted on Nassau County fields and
may not be permitted on Town fields. Always check for posted rules.
- County Safety Rules
- Please read the County safety rules included in your League book and review
them with your team. They will be strictly enforced.
- Sports Insurance Advisory
- Please read the Sports Insurance Advisory included in your League book and review necessary information
with your team.
- Injuries
- Injuries resulting in bleeding will call for immediate suspension of play.
Umpires will allow a short period of time for teams to administer first
aid before resuming play. If the bleeding cannot be stopped, the
player(s) must be removed from the game. Teams should always carry
first aid kits with ice packs and bandages.
- Accident Reports
- Accident reports must be completed for all accidents, regardless of
severity. If the accident requires medical attention, the player may
not resume League activity until the appropriate waiver forms have been
completed and approved by the League. Please use the Incident Form on the League website to report injuries.
- Uniforms
- Managers, coaches and players must wear acceptable, matching baseball
uniforms. However, coaches may be permitted to wear coaching shorts for
certain tournament play.
- Smoking
- Smoking is prohibited on the field and in team dugouts at all times. Individuals that elect to smoke must leave the playing field area and may not have any contact with game participants.
- Game Entry
- Managers must enter game results on the League's website as soon as
possible after completion of a game. Complete all information per
instructions on the website. The game results will not show in the
standings until the data is posted to the website.
- Protests
- Protests may be filed with the Protest Committee which consists of your
Division Vice President, the League Commissioner, and the Executive Vice
President (Chairman). Your protest must be filed in writing with the
League Commissioner within two (2) days of the game in question and must be
accompanied by a check for $25.00 made payable to Long Island Connie Mack.
There will be prompt action on all protests. If your protest is
upheld, the $25.00 filing fee will be returned. Remember that
judgment calls are not subject to protest.
- Mercy Rule
- A ten (10) run mercy rule is in effect after five (5) innings (home team
must bat, if necessary).
- Bat Specifications
- All games in the Connie Mack and Mickey Mantle divisions are played with wood bats; composite bats are not permitted.
- In all divisions, a wood or non-wood bat must not exceed 42 inches in
length or 2-5/8 inches in diameter. Non-wood bats may not exceed
minus three (-3) in differential between length and weight. The penalty for
violation is covered in American League rules.
- Line-Up Cards
- In all divisions, teams are required to present their starting line-ups
on official LICM line-up cards to the home plate umpire prior to the start
of the game. The home plate umpire is the source for all line-up
changes and should be notified when changes occur. As a courtesy,
teams should provide a copy of the line-up card to the opposing team and
notify them of changes throughout the game.
- Re-entry Rule
- In all divisions, any of the starting players may be withdrawn and
re-entered once, provided such player occupies the same batting position
whenever in the lineup. A substitute who is withdrawn, may not
re-enter.
- Trips to the Mound
- In all divisions, a second trip to the mound by a manager/coach during
the same inning will result in the pitcher's immediate removal from the
mound only. The pitcher is eligible to play another defensive
position and may be re-entered (not as a pitcher) according to League re-entry
rules.
- Speed-Up Rules
- The offensive team may provide a base runner for the catcher and/or
pitcher at any time (optional). The runners used for this purpose must be players
not in the line-up. A runner who runs for the catcher or pitcher
remains eligible to enter the game under normal rules. A player who
has been removed from the game may also be used as a runner for the catcher
or the pitcher, but may only re-enter the game in accordance with League
re-entry rules. Players ejected from the game are not eligible to be
runners for the catcher or pitcher.
- The speed-up rules are waived if the team only has nine players (or ten,
appropriately).
- Designated Hitter/Extra Hitter
- Teams may elect to use a designated hitter for any position and/or an
extra hitter (ten man batting order). Teams planning to use either or
both these extra players must decide to do so in their starting line-up.
- At any point during the game normal substitution rules will apply.
- The designated hitter and/or extra hitter may be used defensively;
however, when used as a defensive player, the designated hitter will
be governed by American League rules and the extra hitter will be treated as
a position player.
- Please keep in mind that you must finish the game with the same number
of positions in the batting order with which you started (if you start with
nine you must finish with nine; if you start with ten you must finish with
ten). Violation of this rule will result in forfeit.
- Rainout Procedure
- Home team managers are responsible for field conditions (except at
County and Town parks).
- In the event of a rainout, the home team manager will:
- Notify the Commissioner and the opposing team at least two hours prior
to the scheduled start of the game (when possible). The Commissioner will notify the umpires to avoid charges.
- Arrange a rescheduled date with the opposing team and request umpire coverage from the Commissioner using the Game Change form on the League website. The make-up game can be played on any field available and at a
mutually convenient time for the teams. The date for make-up must be
decided within one week of the rainout or the League will assign a
rescheduled date.
- Game Cancellation Policy
- Teams requesting game cancellation(s) more than 48 hours before scheduled game time may reschedule at the convenience of both teams.
- Teams requesting game cancellation(s) less than 48 hours before scheduled game time are subject to the following:
- Single-game cancellations will be rescheduled at the convenience of the opponent, unless a mutually agreed reschedule date has been previously decided. However, any game cancelled with 24 hours of scheduled game time may be subject to forfeiture at the discretion of the League.
- Doubleheader cancellations may result in the forfeiture of one game (at the discretion of the League), unless a mutually agreed reschedule for the doubleheader has been previously decided.
Note: The Game Cancellation Policy does not apply to rainouts or cancellations due to unforeseen circumstances (as determined by the League).
