CONSTITUTION AND BY-LAWS
ARTICLE
I
ORGANIZATION
Section 1
Pursuant to the Membership Corporation Law of the State of New York, this organization was awarded a Certificate of Incorporation on the 29th day of March 1957; incorporated under the name of Long Island Connie Mack League, Inc., and shall hereinafter be referred to as the League. The League includes three Divisions: Connie Mack, Mickey Mantle and Sandy Koufax. The boundaries of the League shall be consistent with the boundaries of Nassau County in the State of New York, and such other boundaries as set out in the corporate certificate.
Section 2
The League is a non-profit corporation and as such, all contributions are tax-exempt. The organization’s name appears in the Internal Revenue Service Blue Book of organizations eligible for tax relief.
ARTICLE
II
OBJECTIVE
Section 1
It shall be the objective of the League to promote, protect, and sponsor amateur baseball; to build character, citizenship and the spirit of cooperation among its teams, players and adult representatives and to encourage good sportsmanship on and off the playing field, and thereby make baseball an enjoyable game.

MEMBER
ORGANIZATIONS AND DELEGATES
Section 1
Community athletic organizations that aspire to become members of the League must qualify, and thereafter abide by the following conditions:
Section 2 A majority vote of the Board of Directors shall be required to attain membership
in the League. Dissenters shall, immediately following the vote, air their
reasons for casting the dissenting vote. Such discussion may result in
a call for a second vote by the President, resulting in a unanimous affirmative
or negative vote.
Section 3 Applicants denied membership might re-apply the following year. The Board
of Directors reserves the right to deny membership to any organization
based on prior history of disciplinary action enforced by the League. Section 4 Membership applications will be acted upon no later than the April meeting
of the League. Section 5 To retain its active status in the League, including voting privileges, each
returning member organization shall, by the regularly scheduled meeting
in February of each year, post a “Good Faith Bond” in the amount of fifty
dollars ($50) for each team entered in the League which shall be paid in
one lump sum to the Treasurer. This deposit will be applied against annual
League fees, unless the member organization fails to field a team by March
31 of the current season, in which case the entire deposit shall be returned
to the organization. Should a member organization fail to post this deposit
by the April meeting, they must formally re-apply to the league as stated
in Article III of this document. Section 6 The manager of each team in a member organization shall be the League delegate
and one (1) coach from each team shall be the alternate League delegate. Such
delegates, and in their absence the alternate delegates, shall be recognized
as official representatives of their organizations, and, by their appointment,
shall automatically become members of the administrative staff of the League. Section 7 The term of office of all delegates shall be for one (1) year and shall expire
on December 31 of each year. ARTICLE
IV Section 1 The governing body of the Long Island Connie Mack League, Inc. will be the
Board of Directors, which will consist of elected officers (President,
Executive Vice President, Secretary, Treasurer, and Commissioner) and such
assistants appointed by the President as provided for in Article VI Section
I. Section 2 The Board of Directors may meet in executive session to decide matters of policy
concerning the League. The President at each regularly scheduled meeting
of the Administrative Personnel shall make announcements pertaining to
such meetings contemplated. Such announcements will be considered official,
with or without a quorum present.The Board of Directors reserves the right to alter and amend any specific By-Law
as it applies to a specific situation. Section 3 The minutes of each Board of Directors meeting shall be distributed at the
following regularly scheduled meeting of Administrative Personnel, whether
or not a quorum is present, and will be incorporated in the minutes of
that meeting for publication. Section 4 A Board of Directors meeting shall be considered official if a majority of
the members are present. A meeting of the Administrative Personnel shall
be considered official if 50% of the delegates are present. Should a regularly
scheduled meeting of the Administrative Personnel lack a quorum, the Board
of Directors at its next meeting shall decide upon all League matters requiring
immediate action. Section 5 The League must adhere to the principles and provisions of the Metro New York
Association, American Amateur Baseball Congress, National Amateur Baseball
Federation and Greater New York Sandlot Athletic Alliance, but may adopt
additional rules and regulations pertinent to the administration and operation
of the League, provided such rules and regulations do not conflict with
rules and regulations of the parent organizations. ARTICLE
V Section 1 The elected officers of the League and special assistants, including Division
Vice Presidents, appointed by the President shall be known as the Board
of Directors and will have voting rights at the Board level. Elected officers
shall serve a term of two years commencing on October 1 of the year in
which they are elected. Appointed officers shall serve at the pleasure
of the President. ARTICLE
VI Section 1 The President shall appoint Division Vice Presidents for each of the League’s
Divisions and any subdivisions thereof. The President shall also appoint
such other assistants as he sees fit to assist in directing the operations
of the League. Section 2 The President shall appoint the following committees made up of a Chairman
and at least two (2) other members: ARTICLE
VII Section 1 PRESIDENT: The president shall preside at all meetings, appoint all committees,
and appointees to the Board of Directors, and enforce the Constitution
and By-Laws and other rules and regulations of the League. He shall chair
the Board of Directors meetings and act ex-officio on all committees. He
shall approve all vouchers drawn by the Treasurer. He shall periodically review the progress and/or performance of all committees
and subordinate officers and take whatever action he deems necessary should
any laxity be detected in the performance of their duties. He shall perform such executive and administrative functions as would normally
fall within the scope of his office, including the coordination of filing
any tax forms with the Internal Revenue Service.
Section 2 EXECUTIVE VICE PRESIDENT: The Executive Vice President shall assist the President
in all duties and in the President’s absence will preside over all Board
of Directors and League general meetings. He will chair the Protest and
By-Laws committees and act as the organization’s principal liaison with
all insurance carriers. He will perform all other tasks as directed by
the President. Section 3 DIVISION VICE PRESIDENTS: Division Vice Presidents will assist the Commissioner
in all matters as they pertain to their respective divisions. They shall
attempt to resolve any and all administrative problems involving member
organizations and their teams. Division Vice Presidents will report to
the Commissioner. Section 4 SECRETARY: The Secretary shall keep the official records of the League except
those records specifically assigned to others. He shall record the minutes
of all meetings both of the Administrative Personnel and the Board of Directors
and provide a copy of the minutes of each such meeting to the Administrative
Personnel by not later than the next regular League meeting. He shall
attend to all correspondence, issue general instructions when so directed
by the President and perform such other duties as may be directed. He
shall notify all members of the League, in writing, of the time, date and
place of all meetings. Section 5 TREASURER: The Treasurer shall have charge of and be responsible for all funds
of the League. He shall maintain and preserve the books of account and
all other records pertaining to the finances of the League. He shall make
all payments when authorized, by check only. Checks drawn shall require
either the President’s or the Treasurer’s signature. The books of account
shall include a cash book with appropriate accounts and sub-accounts designated,
vouchers properly executed covering each expenditure, records of cash received
and deposited, etc. He shall deposit all funds of the League in a bank
approved by the League and will provide a calendar year income statement
for review by the Board of Directors in January of each year. Section 6 COMMISSIONER: The Commissioner has responsibility for all on-field baseball
operations, including schedules, umpire relations, special games and playoffs. He
shall serve as the primary League representative for member organizations
and resolve outstanding matters pertaining to such organizations during
League play. He will chair the Discipline and Umpire Relations Committees. He
shall be assisted by the Division Vice Presidents. ARTICLE
VIII Section 1 The President shall appoint a nominating committee at the regular March meeting
of the Administrative Personnel in the year in which officers’ terms expire. This
committee shall consist of the Division Vice Presidents and other representatives
appointed by the President. The committee shall meet subsequent to the
March meeting to draft a slate of officer candidates to be presented to
the membership at the July meeting of the Administrative Personnel for
election to various League offices. Section 2 Following the presentation of the slate at the July meeting the President shall
call for any additional nominees from the floor. Should there be additional
nominees, the vote which will be taken at the September meeting will be
by secret ballot and a majority vote shall be necessary for election. If
there are no additional nominees from the floor, the President will request
the Secretary to cast one ballot for the entire slate presented.
Section 3 Vacancies which occur during the terms of elected officers shall be filled
by the President with the approval of the Board of Directors. In the absence
of a volunteer for the elected position, the President will appoint an
officer to fill the vacancy. ARTICLE
IX Section 1 League meetings of the Administrative Personnel shall be held monthly from
February through July and at other times as needed. The President shall
be empowered to change a meeting date if circumstances occur which preclude
a meeting being held on the regularly scheduled date. Such notification
to the Administrative Personnel shall be sent immediately by the Secretary. Section 2 Board of Directors meetings shall be scheduled at the discretion of the President. Announcements
of such meetings shall be made at the preceding meeting of the Administrative
Personnel. Section 3 Special meetings shall be called by the President whenever he shall deem it
proper to do so. Special meetings must be called within seven (7) days
upon written request of 50% or more members of the Administrative Personnel
to the Secretary. Section 4 Roberts Rules of Order, as revised, shall govern the proceedings of all meetings. Section 5 If a team representative or a substitute from the same member organization
is not present at a League meeting, and has not previously informed the
President or Secretary of the expected absence, the member organization
he represents shall receive a written letter of warning. Any member organization
failing to be represented for two successive regular meetings shall be
placed on probation by the League. If any member organization fails to
be represented for three successive regular meetings, such member organization
will have its membership revoked. In extreme extenuating circumstances,
an organization may apply to be excused from participation at meetings
for not more than four (4) months. Such application must be in writing
and is subject to the approval of other member organizations. Upon approval
of such absence, the copies of meeting minutes will be sent the absentee
organization with the understanding that such absentee organization will
conform to rules changes approved or disapproved during their absence. Section 6 Notifications of such disciplinary action will be made by the Secretary, in
writing, to the registered members of the organization and its President. ARTICLE
X Section 1 The amount of annual League fees will be published in detail prior to the regularly
scheduled meeting of the Administrative Personnel in April of each year. These
fees must be paid at, or prior to, the April meeting of the League. Failure
to pay the League fee by the April meeting will result in the following
schedule of late fees: In extreme extenuating circumstances, a team may apply for an extension not
later than opening day of the season subject to a vote of the membership. ARTICLE
XI Section 1 To be eligible as a player in the League, an individual shall not have reached
his nineteenth (19th) birthday prior to May 1 of the year
of competition (Connie Mack Division), his seventeenth (17th)
birthday prior to May 1 of the year of competition (Mickey Mantle Division);
and, his fifteenth (15th) birthday prior to May 1 of the
year of competition (Sandy Koufax Division). Section 2 The movement of players from team to team, the removal of, or addition of players
to the rosters of the teams in member organizations, etc. shall be accomplished
pursuant to Appendix A to this Constitution and By-Laws, entitled “Player
Transfer Rules”. Section 3 No player is eligible to participate in the League if he has signed any type
of professional contract. For clarification, this provision means that
from the moment the contract is signed, even if the player is to report
the following Spring, the player is ineligible for further participation
in League play. If the information of signing is withheld from the Administrative
Personnel and later becomes known, all games in which the player has participated
after the contract signing date shall be declared forfeited to the opposing
team. ARTICLE
XII Section 1 The territorial boundaries of each member organization shall be within the
territorial boundaries of the League, as defined in Article I. Section 2 From the date of validation of these By-Laws forward, all organizations aspiring
to become members of the league shall, whenever possible, set as boundaries
for their organization the Union Free School District boundaries of the
area to be franchised. Established member organizations who find their
filed franchise areas in jeopardy because of this provision will abide
by the decision of the Board of Directors regarding realignment. Section 3 The League shall review the proposed boundaries of all applicants and direct
the applicant to make whatever changes it considers to be in the best interests
of the League. The boundaries thus changed shall be reflected in an amended
description of the proposed franchised area before the applicant shall
be accepted as a member organization. Section 4 The territorial boundaries of member organizations as filed with the Commissioner
of the League shall not be changed or adjusted, except as a result of action
by the Board of Directors. Section 5 A franchised area may use a player from a non-franchised
area. A player from a franchised area may play with another franchised area
team provided waivers are secured in writing from the manager of the franchise
in which he resides, and such waiver is recorded with the League. The manager,
at the time of registration, must present a waiver form for any player residing
in a franchised area other than his own. The League shall not accept registration
of such players without the waiver form. In the event that the franchised
area does not grant a waiver and the result would deny a player participation
within the League, the requesting franchised area may appeal to the League
Commissioner. The decision of the Commissioner will be final. Section 6 Players from a non-franchised area that have participated with a franchised
area team in prior years remain the property of such franchised team even
though an organization is admitted to the League in an area from which
such players reside, provided the player desires to remain with the previous
franchised team. Section 7 Any player whose residence is changed because of relocation of his parents
or legal guardian, shall be eligible immediately to participate in the
current season’s play with the franchised area of which he was previously
registered or with the new franchised area in which he now resides, provided
his parents or legal guardian relocates to the new area on or before June
1 of the current year. ARTICLE
XIII Section 1 All protests should be made known to the Umpire-in-Chief (Plate Umpire) who
will inform the opposing manager at the time of the dispute, and shall
be submitted in writing by the protesting manager to the League Commissioner
accompanied by a protest fee of twenty-five dollars ($25) payable to the
League within forty-eight (48) hours of the termination of the game for
which the protest is filed. The baseball rule or League rule must be cited. The
postmark on the envelope shall determine whether the protest has been submitted
within the allotted time. Protest of an official’s judgment call shall
not be accepted. Section 2 The Commissioner shall, within forty-eight (48) hours, pass the written protest
to the Chairman of the Protest Committee of three members who shall convene
not later than one (1) week after receipt of the protest to decide on its
merits. Section 3 The Committee shall direct the defending or non-protesting team and the umpire
involved to state their positions on the protest in person, or in writing,
at the discretion of the Committee. Section 4 If the team protesting the game wins its protest, the protest fee will be returned. If
the team loses its protest, the protest fee shall be retained by the League. Section 5 The manager or organization protesting a game will at no time contact anyone
concerning their protest other than the Commissioner. ARTICLE
XIV Section 1 The League shall consist of three (3) Divisions: Connie Mack, Mickey Mantle
and Sandy Koufax and be further subdivided into such other Divisions as
may be practical. Section 2 All rules and regulations of the League, unless specifically applicable to
one or the other Division, shall be uniform. Section 3 Each Division shall be supervised by the League Commissioner with assistance
as needed from respective Division Vice Presidents and the senior officers
of the League. ARTICLE
XV Section 1 All team managers and coaches shall be appointed by their respective member
organizations. Such appointments shall be registered with the League in
writing, including full names, addresses, and home and business telephone
numbers, by not later than the April meeting each year. Section 2 The League shall be notified in writing of any changes in team management,
including coaches, during the season’s play, immediately following such
changes. ARTICLE
XVI Section 1 The League Commissioner shall be responsible
for oversight and implementation of the League schedule. ARTICLE
XVII Section 1 All starting times for doubleheaders must be approved by the League Commissioner. Section 2 Rainouts and other postponed games must be rescheduled through the League Commissioner
within seven (7) days of the cancellation date. Home team managers or
the manager requesting cancellation will be responsible for coordinating
the rescheduled game with the Commissioner and for notifying the opposing
team manager of the confirmed rescheduled date. The Commissioner will
arrange umpire coverage and confirm such with both teams. The Commissioner
must receive notification of all rescheduled games at least forty-eight
(48) hours prior to game time. Failure to comply may result in forfeiture
of the postponed game. Such forfeiture will not be subject to a forfeit
fee. Section 3 All games shall be seven innings in duration. Games shall be considered official
when four and one-half (4 1/2) innings have been played with the home team
leading. Five (5) full innings shall be required when the home team is
behind. Once the game is underway, umpires will determine weather, darkness and other
related postponements. Games postponed while in-progress will be subject
to Rule 4-12 of the Official Major League rulebook, however any game which has not become an official game (as described in this section)
will become a suspended game regardless of the reason for postponement. For League purposes,
darkness will be treated as a weather-related postponement except in the
League Championship Series, where all games will be played to completion.
Games will also be terminated by the Umpire-in Chief after the game has
become official and a team is leading by at least ten (10) runs at the end of the
next completed inning. Section 4 Forfeit time shall be 20 minutes after field availability. For doubleheaders,
forfeit time for the first game will be 20 minutes after field availability:
forfeit time for the second game will be thirty (30) minutes after the
forfeit time for the first game. Section 5 The forfeiting team is liable for payment of all umpire fees in accordance
with Article XXII of these By-Laws. Municipal curfew laws will apply. Section 6 Practice for both day and night games shall end not later than five (5) minutes
before game time. Visiting teams shall have the field for batting and
infield practice thirty-five (35) minutes before game time for a period
of not more than twenty-five (25) minutes duration, where feasible. ARTICLE
XVIII Section 1 Each manager appointed pursuant to Article XVI of these By-Laws shall be responsible
for reporting via the League website game scores and other salient facts
concerning the game to the Commissioner within twenty-four (24) hours
after completion of the game. The home field team shall be considered
the official scorer. ARTICLE
XIX Section 1 There shall be two (2) uniformed umpires assigned to each official game; one
behind the plate (Umpire-in-Chief) and the other on the bases. Section 2

Boundaries must exist within the franchised
area of the League and must be certified each year by the presiding
head of the member organization.

The member organization must read and agree to abide by the Constitution and
By-Laws of the League, and such other rules and regulations that may be
adopted by the League. ![]()

The member organization must submit
proof of financial responsibility. ![]()

The member organization must be prepared to field a team in any Division in
the League for the season immediately following the date of its application. ![]()
(e)
The member organization shall submit with its application the sum of one hundred
dollars ($100) for each team entered in the League, which will be considered
a “Good Faith Bond”. This fee will be credited toward the League fees
in the succeeding season. Should the organization fail to field a team
by March 31 of the current season, the bond will be returned unless the
organization is in violation of any rules. If the organization fails to
attain membership in the League, the bond will be returned in full.

Each team fielded shall be identically uniformed in the baseball tradition including
all players, managers, and coaches. Caps, outer shirts, pants and socks
must be identical in color and style of manufacture. All lettering on
outer shirts must be of the same color and design, although the lettering
may signify different players’ names. All outer uniform shirts must be
numbered in the same style number and in numerical sequence without duplicates. All
players will wear standard baseball shoes as prescribed by the Nassau County
Section 8 rules. Failure to adhere to these regulations could result in
disciplinary action as specified in Article VI Section 2 (e). This rule
shall be enforced by the League Commissioner. ![]()

Each member organization must submit a detailed description of its territory
(town boundaries and/or Union Free School Districts) from which its players
will be drawn, along with the application. The boundaries of such territory
shall not infringe upon the territorial boundaries of another member organization
and are subject to the provisions of Article XII of these By-Laws and approval
of the League’s Board of Directors.

UMPIRE RELATIONS COMMITTEE: Shall be chaired by the League Commissioner and handle
all matters of financial negotiations and day to day umpiring responsibilities
with the various umpire organizations and advise the Board of Directors
as to which organization would be most compatible with the League policy. ![]()

PROTEST COMMITTEE: Shall be chaired by the
Executive Vice President and include the Commissioner and one Division Vice
President of a division not involved in the protest. This committee shall
act in accordance with Article XIII. ![]()
(c)
BY-LAWS COMMITTEE: Shall be chaired by the Executive Vice President and handle
any interpretation of the Constitution and By-Laws that is questioned by
the membership. The interpretation of the By-Laws committee shall be final
when such a matter is referred to this committee. They shall also properly
word and recommend to the Administrative Personnel changes to both the
Constitution and By-Laws as necessary to keep up with the changing policies
of the League. ![]()

NOMINATING COMMITTEE: This committee shall act as specified in Article VIII. ![]()

DISCIPLINE COMMITTEE: Shall be chaired by the League Commissioner and will investigate
all actions or questions pertaining to possible violation of these Constitution
and By-Laws. The committee may impose disciplinary actions, including,
but not limited to suspensions, dismissal or monetary fines. ![]()

TOURNAMENT COMMITTEE: This committee will coordinate all actions relative to AABC
sanctioned or other recognized tournaments. The chair will be appointed
by the President.

At the discretion of the Administrative Personnel of the League, professional umpires may be employed. However, such employment, including the fee to be paid and the personnel who will perform the duties, shall be determined by the Board of Directors before the March meeting each year.

XX
HOME
TEAM RESPONSIBILITIES
Section 1
The decision to cancel a game in case of inclement weather rests with the home team manager. Once the game is underway, the umpires will control weather related cancellations or postponements. In the event of a rainout, the home team manager shall first notify the Commissioner to cancel the umpires. Such notification shall be made at least two (2) hours in advance of the game. The home team manager shall also notify the visiting team manager and the respective Division Vice President.
Section 2
The home team will supply a sufficient number of baseballs for the proper performance of the game and will also supply bases and a pitching rubber, if needed.

XXI
BASEBALLS
Section 1
Official baseballs used in all games will be determined by the League at the start of the season. Teams will purchase baseballs through the League.
ARTICLE
XXII
FORFEITURE
PROVISIONS
Section 1
Member organizations shall be required to place on deposit with the League Treasurer the sum of sixty dollars ($60) per each team it fields. For clarification this means a team beginning the current season schedule is subject to a thirty dollar ($30) forfeit fee for each scheduled game it fails to field a team. If a team fails to complete its season schedule, the maximum forfeit fee penalty shall be one hundred dollars ($100).
Section 2
Member organizations involved in a forfeit shall also be required to pay to the League Treasurer the umpire fees incurred.
Section 3
Forfeited games shall be recorded in the records of the League as a 7-0 score in favor of the team violated.
Section 4
All forfeit fees deposited but not claimed by the league will be credited to the respective member organizations by November 30 each year.
Section 5
Any team forfeiting more than two (2) dates during the season shall be suspended and must reapply for entrance into the League. To be considered for membership again, all previous financial obligations must be met. Said team shall be considered as being on probation for the following season and if the team again forfeits more than two games while on probation, the team shall be suspended from league play for one year and is subject to a fine of one hundred dollars ($100) in addition to the fees stated in Section 1 before it can apply for re-entry in the League.
Section 6
If a team plays an ineligible player, it shall forfeit the game in which such ineligible player participates and the team shall be subject to the forfeiture provisions under this Article, Sections 1 and 2 as the team will be considered as not fielding a team for a scheduled game. Use of an ineligible player by a team may also result in progressive disciplinary action including, but not limited to, suspension of personnel and revocation of an organization’s membership.The determination of what constitutes an ineligible player shall be at the sole discretion of the League President. No appeal from his decision will be allowed.
Section 7
Any team failing to complete a game because of their inability to field nine players due to injury shall not be required to pay the forfeit fee although the game will stand as a forfeit.
ARTICLE
XXIII
SUSPENSION
OF PLAYERS
Section 1
It shall be the responsibility of each member organization to apprise the players representing such organization of the following rules under which they might be suspended:
| (a) | Missing 3 or more consecutive games or practices without the manager’s permission. | |
| (b) | Insubordination. | |
| (c) | Coming in physical contact with an umpire, opposing team member or spectator. | |
| (d) | Unsportsmanlike conduct at the discretion of a manager, coach or umpire. |
Section 2
Any member of the Administrative Personnel of the League may, for any infraction of this Section, file charges against any League participant. Such charges shall be in writing, citing the specific incident, including date and location, and mailed to the League President within forty-eight (48) hours of the incident.
Section 3
The President shall submit said charges to the Discipline Committee for review and decision. The committee may, at its discretion, request additional written reports of the incident from other observers, including the managers and umpires. The committee may call a special meeting to interview participants and other observers to expedite the disposition of the charges. The decision of the Discipline Committee shall be final.
Section 4
Team managers may, within the framework of their own organization, invoke the above regulations, and determine whatever penalty they consider adequate under the circumstances. This may be subject to review by the Discipline Committee whose decision shall take precedence over any member organization.
ARTICLE
XXIV
SUSPENSION
OF ADULT PERSONNEL
Section 1
A participating adult may be suspended or removed from participation in the League’s programs for the following reasons:
| (a) | Use of profanity. | |
| (b) | Striking or taking any physical action against an umpire, spectator, opposing manager or coach. | |
| (c) | Conduct detrimental to baseball or the League. | |
| (d) | Violating or condoning the violation of rules, player residence and provisions in franchised areas as stated in Article XII. |
Section 2
Any member of the staff of Administrative Personnel of the League may, for any infraction of this Section, file charges against any League participant. Such charges shall be in writing, citing the specific incident, including the date and location, and mailed to the League President within forty-eight (48) hours of the incident.
Section 3
Same as Article XXIII, Section 3.
Section 4
Same as Article XXIII, Section 4 with the exception that the member organization may invoke the penalty it considers adequate under the circumstances.
ARTICLE
XXV
ALL-STAR
GAME
Section 1
The President shall appoint Committees from each Division for the purpose of promoting the All-Star games.
Section 2
The time and place of each game shall be designated by the League Commissioner.
Section 3
The All-Star managers will be selected at least two (2) weeks prior to each All-Star Game. Generally, such managers will be from the teams in first place by the cutoff date for All-Star selections. Each manager may designate other managers in his Division to coach the game.
Section 4
There shall be a maximum of four (4) players from each team. The method of player selection shall be left to the discretion of the respective member organizations. The number of players selected from each team may vary from year to year depending on the number of teams participating in each Division. Should such equal distribution provide less than the minimum of eighteen (18) players, the League shall have the privilege of choosing from any team in the division sufficient players to comprise the full roster. Each team must be represented in the All-Star game.
Section 5
Each player chosen shall participate in the game. Pitchers shall not pitch more than three (3) innings.
Section 6
The home All-Star team shall be determined by a toss of a coin at a regular meeting prior to the game.
ARTICLE
XXVI
L. I. CONNIE MACK CHAMPIONSHIP SERIES
Section 1
Playoff formats will be recommended by the League Commissioner based on the number of teams in each Division. The final playoff format will be approved by the Board of Directors and communicated to the membership at the May meeting each year.
Section 2
The League Championship series schedule may be amended by the President because of inclement weather or other reasons, in order to complete the series by Labor Day each year.
Section 3
At the end of the playoffs, the winners in each section of each Division will play a best 2 out of 3 series to determine the League champion. The home team for the first game will be the one with the best overall League record.
Section 4
Teams representing each of the League’s Divisions may participate in the annual Greater New York Sandlot Athletic Alliance Tournament. Participant selection will be handled by the League Commissioner in conjunction with Division Vice Presidents.
Section 5
All championship series games not going the full number of innings shall be treated as suspended games and played from the point of suspension.
ARTICLE
XXVII
SAFETY
PROCEDURES
Section 1
All players must wear batting helmets when at bat in any League game. Any player refusing to wear a helmet will be automatically ejected from the game.
Section 2
All personnel, including adults, must wear a catcher’s mask during a pitcher’s warm-up between innings while behind the plate. The offending receiver may be ejected after a warning.

TROPHIES
Section 1
The President will consult with the Board of Directors for the purpose of selecting and awarding trophies after the League Championship Series. A maximum budget figure will be established.

XXIX
AMENDMENTS
Section 1
Proposed amendments to these By-Laws shall be prepared, in writing, read aloud by the member submitting the amendment at any regularly scheduled meeting of the Administrative Personnel, and without further comment from any member, the proposed amendment shall be presented to the Secretary who will act as custodian of the document until the next scheduled meeting of the Administrative Personnel.
Section 2
The Secretary shall notify all League members, in writing, that an amendment is in the offering, noting the date of the meeting scheduled for the proposed action. Details of the proposed amendment need not be forwarded.
Section 3
At the next regularly scheduled meeting, the Secretary shall again read the proposed amendment exactly as submitted. Minor changes may be made to the proposed amendment provided such minor change(s) meet with the approval of the member submitting the original proposition.
Section 4
A two-thirds vote of the Administrative Personnel shall be required to affect the proposed change.
Section 5
Amendments, additions, deletions and or changes to any Appendix shall be pursuant to Part 5 thereof.

ORDER
OF BUSINESS
APPENDIX
ROSTER
GUIDELINES
Part I -- Roster Limitations
Except as provided in Part II of this Appendix, players shall be acquired or transferred pursuant to the following conditions:
| (a) | Maximum of twenty (20) players permitted per team in all Divisions. | |
| (b) | Each member organization may have a supplemental roster of player (unlimited) in addition to the participating player roster. | |
| (c) | Vacancies on teams in all divisions may be filled by players from their respective supplemental rosters only. A player who has been moved from a supplemental roster to replace a player on the team’s active roster may not be moved back to the supplemental roster. Transfer of players from the supplemental roster to the active roster is not permitted during playoffs and championship play. | |
| (d) | The President and Commissioner must be notified of all player transfers before the next regularly scheduled game. | |
| (e) | Active rosters, together with the member organization’s supplemental roster of players for each team participating in the League, must be registered with the President and Commissioner of the League, in writing, on or before opening day of each year. | |
| (f) | The penalty for not registering is forfeiture of the next scheduled (League) game and each succeeding game until the proper registration is completed. | |
| (g) | Copies of the player roster must be carried by the manager or his representative at all times and must be produced on request. |
Part II -- Other Provisions
| (a) | A player’s name may appear on only one active roster or supplemental roster within each division. | |
| (b) | Should the player roster, submitted to the League pursuant to Item (g) of Part I of this Appendix contain less than the maximum player provision, twenty (20) as set out in Item (a) of Part I of this Appendix, the team submitting such a player roster is restricted to that number of players for the remainder of the season: e.g. if a team submits a player roster containing fifteen (15) players, that team may not increase its player roster beyond fifteen (15) players for the remainder of the season. | |
| (c) | Should a manager or his designee perpetuate any infractions to the rules set out in Parts I and II of this Appendix, his team will forfeit all games played while such infractions exist and will continue to forfeit all games until the infractions are corrected, providing the results of games played favor his team. |
Part III -- Amendments
| (a) | Proposed amendments to this Appendix may be presented orally or in writing at any meeting of the Administrative Personnel, providing a quorum is present. | |
| (b) | Changes may be considered to the original proposition provided such changes meet with the approval of the member proposing the change. | |
| (c) | The change shall become effective provided a two-thirds vote is cast. |
